21st Century Hyogo Project Association and Hyogo Research Organization for Human Care merger: Through the merger of the 21st Century Hyogo Project Association, which conducted research related to the creation of new regional societies, and the Hyogo Research Organization for Human Care, which conducted research related to long-lived society problems, family problems, and problems related to the care of the spirit, the operation of an efficient and effective organization as a comprehensive think thank to promote human care to enhance the dignity of life and the joy of living while attempting to enhance the policy proposal function for issues in a 21st century mature society.

21st Century Research Organization for Human Care and the Great Hanshin-Awaji Earthquake Memorial Research Institute merger: Through the merger of the "Great Hanshin-Awaji Earthquake Memorial Research Institute" and the "21st Century Research Organization for Human Care", two think tanks which had served leading roles in creative reconstruction and the creation of new regions up to then, the creation of an organization to develop projects to communicate and carry on the lessons and experiences of the Great Earthquake, while also attempting a precise response to wide fields of research.
