Dr. Liong has been with Tropical Marine Science Institute since 2004 after spending about 20 years with the Department of Civil Engineering of National University of Singapore. He received his Dipl.-Ing, and Ph.D degrees from University of Karlsruhe (Germany) in 1973 and Iowa Institute of Hydraulics Research of University of Iowa (USA) in 1977 respectively. He is the Best Paper Award recipient of the 9th and the 13th IAHR-APD Congress (International Association of Hydraulic Research and Engineering --- Asia Pacific Division). He has been invited as Visiting Professor/lecturer, among others, at Disaster Prevention Research Institute of Kyoto University (Japan), Technical University of Hamburg-Harburg (Germany), Technical University of Darmstadt (Germany), and University of Nice – Sophia Antipolis (France). In 2007 Dr. Liong was awarded the Order of Merit of Federal Republic of Germany (“Bundesverdienstkreuz”). Dr. Liong has just been elected as the President of Hydrological Science Section of Asia-Oceania Geosciences Society; he is also the Secretary of Hydroinformatis Section of International Association of Hydraulic Research and Engineering. Dr. Liong is the editor of International Journal of Hydroinformatics.

Mr. Hong GAN born at Beijing in 1957 and graduated from Hohai University in Nanjing, P. R. China with bachelor degree of engineering. During Oct. 1985 to Sep. 1986, he studied in Water Resources Center of Institute of Disaster Prevention Research, Kyoto University, Japan as visiting student. He got his doctorial degree in hydrology and water resources in Aug. 2000 in China Institute of Water Resources and Hydropower Research (IWHR) where he has been engaged in for 26 years. As the vice director of Water Resources Department, IWHR and the secretary general of Water Resources Commission, Chinese Hydraulic Engineering Society, his contribution to the field of water resources planning and management and relevant fields has been well recognized and awarded in number of his achievements.

Takao Masumoto (Speaker)

Born in 1957. Graduated from Department of Agricultural Engineering, Faculty of Agriculture at Kyoto University in 1981. Completed his master in Graduate School of Agricultural Science at Kyoto University in 1983. Obtained Doctor of Agriculture at Kyoto University in 1993. Since 1983, he held positions as Research Associate, Disaster Prevention Research Institute, Kyoto University, Researcher and Senior Researcher at Hokuriku National Agricultural Experiment Station, Ministry of Agriculture, Forestry and Fisheries (MAFF), Senior Researcher at National Research Institute of Agricultural Engineering (NRIAE), MAFF. Since 2001, he has hold his current position and he was pointed as Team Leader of Research Team for Global Warming and Environment at NIRE, NARO in 2008. From 1999 to 2001, he served as Senior Advisor (Hydrology) at Mekong River Commission Secretariat.

Eiichi Nakakita (Coordinator)

Prof. Nakakita received both his Bachelor, Masters, and Dr. Eng. degrees from Kyoto University, Japan, in 1983, 1985 and 1990 respectively He started his career at Water Resources Research Center at Disaster Prevention Research Institute (DPRI), Kyoto University from 1985 - 1999 first as research associate and later promoted to Associate Professor. In 2004 he returned to DPRI as professor in Research Division of Atmospheric and Hydrospheric Disasters, DPRI, Kyoto University. He has been holding visiting researcher/professor position at various national and international institution, e.g. National Research Institute for Erath Science and Disaster Prevention (NIED), Japan; Tropical Marine Science Institute at National University of Singapore. His research fields are Hydrometeorology, Water Resources Engineering, Radar Hydrology, River Hydrology.
